The magical community is governed by organizations unknown to the general public. The Central Ackademy, while largely recognized as one of the greatest authoratative figures in the community, is not actually a recognized authority, and has no saw in governing the use of magic worldwide. It is, in fact, just a school.

The thirteen councils are all independent entities, formed at seperate points in time with little or no knowledge of each other, which eventually formed a sort of network. It is not known if there are actually 13 of them, or how many people sit on each council, or even if they overlap at all. The councils, despite the enigma surrounding them, have a very clear purpose: to prevent to abuse of magic or the bending of its laws, and to uphold the balance of power in the community.
